Safe Routes to School
Infrastructure Study and Design
Project Overview
MetroPlan is partnering with the City of Flagstaff and Mountain Line for the preliminary design of infrastructure to improve multimodal access to schools. The overall objective is to make it comfortable for people to get to school by walking, biking, or other non-vehicular means from surrounding neighborhoods within three different project areas. For this first phase of work, alternatives will be identified and selected with community input.
Specific Projects
1. Pine Cliff Left Turn Project:
This project will explore the feasibility of adding a left turn from Pine Cliff Dr. onto Forest Avenue to better serve the surrounding schools and neighborhoods and improve efficiency of Mountain Line’s Route 2.

2. Knoles Elementary School and Sinagua Middle School Area Improvement Project:
This project aims to make walking, biking and other non-driving options safer, more comfortable, and easier for students and families to reach Knoles Elementary and Sinagua Middle School through an engineering study looking at crossing, sidewalks, etc.

3. Northeast Schools’ Area Improvements Project:
This project will develop ideas for increasing safety and comfort for students and families walking, biking, or using other non-driving options to get to schools in northeast Flagstaff, including Coconino High, Mount Elden Middle, Puente de Hozho, Pine Forest Charter, and Killip Elementary.

What is MetroPlan’s Safe Routes to School Program?
MetroPlan’s Safe Routes to School (SRTS) is a program that aims to make it safer for students to walk and bike to school. The projects, from easy start-up programs to major infrastructure improvements, are all designed to encourage kids of all ages to walk or bike to school and develop a healthy lifestyle. How are these current Safe Routes Infrastructure Projects funded?
In 2023, MetroPlan was awarded a grant for $612,950 in federal funds for Safe Routes to School preliminary design of projects through Transportation Alternatives Program, an FHWA grant program that is administered by the Arizona Department of Transportation. The City of Flagstaff and Mountain Line are providing a 5.7% local match ($37,050) for the grant, bringing the total amount available to $650,000.

What is included in this phase of work, and what is the timeline?
This first phase of work will result in preliminary designs for infrastructure improvements within the three project areas described above. This first phase will take place between April 2025 and August 2026.
How were the specific infrastructure projects selected?
A program of projects for the Transportation Alternatives grant was identified during a joint planning process of MetroPlan, the City of Flagstaff, Mountain Line, and Flagstaff Unified School District (“FUSD”).
