2023-2027 Transportation Improvement Program

May 2, 2022 – June 2, 2022

The Draft MetroPlan 2023-2027 Transportation Improvement Program (TIP) is available for public comment. The TIP represents the five-year program of capital surface transportation projects that utilize federal transportation funds or otherwise impact regionally significant highways, roads, and transit services (see Regional Transportation Plan at metroplanflg.org, map 5-1, pg. 48).

 

The program covers projects in Flagstaff and part of Coconino County for fiscal years 2023 through 2027. Agencies included in the TIP are the City of Flagstaff, Coconino County, the Arizona Department of Transportation, Northern Arizona University, and Mountain Line. No projects were submitted by the public during the Call for Projects. Only the agencies listed submitted projects.  All projects are determined to support the MetroPlan (FMPO) regional transportation plan.

Through this public notice, the Flagstaff MPO is in compliance with Federal review regulations for the projects listed in the TIP.  The Transportation Improvement Program (TIP) includes Northern Arizona Intergovernmental Public Transportation Authority final program of projects for section 5307 and 5339 funding under the Federal Transit Administration, unless amended.  Public notice for the TIP also satisfies FTA public notice requirements for the final program of projects.

March 7, 2022– Call to member agencies to submit draft capital improvement programs

March 23, 2022 – TAC Call for Projects

March 28, 2022 – Ad in Daily Sun and web posting: Call for Projects

April 27, 2022 – TAC reviews draft.

May 2, 2022 - Ad and posting: Call for Public Comments

May 25, 2022 – TAC recommendation to Board for TIP adoption

June 3, 2022 – Board adoption

Each metropolitan planning organization (MPO) must prepare a Metropolitan Transportation Plan (MTP), in accordance with 49 USC 5303(i), to accomplish the objectives outlined by the MPO, the state, and the public transportation providers with respect to the development of the metropolitan area's transportation network. This plan must identify how the metropolitan area will manage and operate a multi-modal transportation system (including transit, highway, bicycle, pedestrian, and accessible transportation) to meet the region's economic, transportation, development, and sustainability goals - among others - for a 20+ year planning horizon while remaining fiscally constrained.
