Greater Flagstaff’s transportation system faces distinct challenges, shaped by its scenic mountain terrain, thriving tourism, and the vibrant community of Northern Arizona University (NAU). A core value for people in the city is to improve safety for our walkers and bikers. The city is meeting this challenge head-on with forward-thinking infrastructure updates aimed at reducing crashes and enhancing community safety for all roadway users.


The Need for Safer Roads in Greater Flagstaff


Intersections in the region are a primary site for crashes involving both pedestrians and cyclists. The ATMP (Active Transportation Master Plan) pedestrian and bike crash data report recognizes that ~65% of both pedestrian and cyclist crashes occurred at intersections. Here are a few things the City is doing to improve pedestrian and bike safety at intersections.

Modern Roundabouts and Their Proven Safety Benefits


Roundabouts have been proven to reduce fatal and severe crashes by lowering vehicle speeds and minimizing collision points. Several roundabouts have been constructed across the City over the last two decades, and no fatal crash incidents have been reported to date.


By calming traffic and encouraging smoother vehicle interactions, roundabouts in high-traffic areas are instrumental in reducing crashes while maintaining efficient traffic flow.

Protected Intersections for All Road Users


The Butler Avenue Complete Streets Conversion is a prime example of Flagstaff's commitment to safety. This project includes separated bike lanes and sidewalks, protected intersections, and enhanced crossings. By creating a safer and more intuitive experience for all users, the city is setting a new standard for intersection roadway design.


Protected facilities, including separated bike lanes and intersections, improve safety by reducing the speed of turning traffic, improving sightlines, and designating separates for all road users. They encourage more people to walk and bike–something that is very important to many Flagstaffians!

Smart Traffic Signals and Crosswalk Enhancements


Greater Flagstaff is investing in high visibility crosswalks, bicycle signal detections, PHB (Pedestrian Hybrid Beacons), RFB (rapid flashing beacons) crossings, and bike/pedestrian leading interval signals to further enhance safety. These improvements address common crashes and reflect a proactive approach to pedestrian safety, especially during nighttime or low-visibility conditions.

Looking ahead, Greater Flagstaff’s “Complete Streets” philosophy envisions a network of roads designed for all users, including protected bike lanes and pedestrian-friendly pathways. These efforts aim to create a safer, more accessible city for residents and visitors alike.
