Coordinated Public Transit -
Human Services Transportation Plan
The Coordinated Plan
Beginning in 2007, all Metropolitan Planning Organizations (MPO’s) and Councils of Governments (COG’s) in Arizona are required to adopt and update a Coordinated Public Transit - Human Services Transportation Plan (Coordinated Plan), which
Inventories existing transportation services for elderly individuals, individuals with disabilities, and low-income individuals
Identifies unmet transportation needs, and
Prioritizes strategies for improving coordination to meet those needs.
In the Flagstaff area, the coordinated plan is jointly prepared by the MetroPlan (Flagstaff Metropolitan Planning Organization) and Mountain Line. For the remainder of northern Arizona, the Northern Arizona Council of Governments (NACOG) is responsible for the coordinated plan.
The most-recent Coordinated Plan for the region was approved by the FMPO Executive Board on April 3, 2019, and by the NAIPTA Board of Directors on April 17, 2019.
Description of the Section 5310 grant program
Section 5310 is a federal grant program intended to enhance transportation services for the elderly and persons with disabilities. Grant monies support mobility management activities, and are commonly used to help purchase wheelchair-equipped vans and small buses. Copies of handbooks and applications for the Section 5310 grant program can be downloaded from the ADOT website.
