2027-2031 Transportation Improvement Program

The public may recommend projects for consideration in the 2027-2031 Transportation Improvement Program (TIP). The TIP represents the five-year program of capital surface transportation projects that utilize federal transportation funds or otherwise impact regionally significant highways, roads, and transit services (see Regional Transportation Plan at metroplanflg.org).
The program covers projects in Flagstaff and part of Coconino County for fiscal years 2027 through 2031. Agencies included in the TIP and that may also submit projects are the City of Flagstaff, Coconino County, the Arizona Department of Transportation, and Mountain Line Transit. All projects submitted by the public and the agencies listed will be considered against the funds available. All projects must be determined to support the MetroPlan (FMPO) regional transportation plan. Qualified submitted projects may be eligible for grant funding opportunities.
Few formula funds are available for programming. Most requests, if meeting basic eligibility requirements, will be placed in an unfunded or illustrative list of projects pending grant application submittal and subsequent award.

Where do these projects come from?
The projects listed in the TIP come out of city, county, and state transportation plans, which have been informed by the public and adopted in existing plans and studies. Many projects are prioritized by our agency partners through their public outreach.

Why do we adopt the Transportation Improvement Program?
The adoption of a Transportation Improvement Program (TIP) is a critical step in the planning process, serving as the bridge between long-term vision and actual construction. Essentially, if a project isn't in the TIP, it typically doesn't happen.

Legal Requirement for Federal Funding: To receive federal assistance from the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA), a project must be listed in an approved TIP. This ensures that local spending aligns with national goals and that every dollar is accounted for in a multi-year plan.

Implementation of Long-Range Goals: While a Regional Transportation Plan (Stride Forward) looks 20+ years into the future, the TIP is the short-term execution tool. It typically covers a 4-year horizon, identifying which specific projects from the long-range plan are ready for design, right-of-way acquisition, or construction right now

Fiscal Constraint (The Reality Check): One of the most important functions of the TIP is demonstrating fiscal constraint. This means the estimated cost of all projects in the TIP cannot exceed the amount of reasonably available revenue.

Regional Coordination: ​​Developing and maintaining the TIP requires regional collaboration to ensure resources are shared, maximized, and maintained for the benefit of the greater Flagstaff Region.

We want your input! Review the 2027-2031 Transportation Improvement Program (TIP)

How should our region invest in our roads, transit, and trails over the next four years? MetroPlan is now seeking public comment on the draft Transportation Improvement Program (TIP). The Draft 5-year plan will be considered as part of a public meeting with the Transportation Advisory Committee on May 27, 2026, and
with the MetroPlan Executive Board on June 5th, 2026.

Comments will be accepted until the plan is considered for adoption by MetroPlan's Executive Board

TIP Update FY 2027-2031
​MetroPlan is kicking off the update to the Transportation Improvement Program to incorporate projects for the fiscal years 2027 to 2031.
​
​MetroPlan is mandated to produce a Transportation Improvement Program (TIP) to track regional federal transportation spending. The TIP indicates the year that funds will be obligated for a project.
​
The update process and schedule is provided for public information purposes.

Notice of Public Meeting and 45-Day Review of the FY2027-2031 Transportation Improvement Plan​
Ever feel like road construction happens in the most random places? It’s actually part of a 5-year roadmap called the Transportation Improvement Program (TIP). If it’s not in the TIP, it can’t receive federal funding. This document is the "to-do list" for transportation investments in the region. MetroPlan maintains the Transportation Improvement Plan, which tracks federal, state, and even locally funded roadways and safety improvements across the region. TIP-funded improvements may include state highways, local roadways, public transit, pedestrian and bicycle facilities, and plans and studies.

The program covers projects in Flagstaff and part of Coconino County for fiscal years 2025 through 2029. Agencies included in the TIP are the City of Flagstaff, Coconino County, the Arizona Department of Transportation, Northern Arizona University, and Mountain Line, the regional transit provider. The public submitted one project during the Call for Projects, a bus shelter across from the Adult Center on Thorpe, and the agencies listed submitted projects. Projects submitted before adoption will be considered for inclusion if determined to support the MetroPlan (FMPO) regional transportation plan.

Each metropolitan planning organization (MPO) must prepare a Metropolitan Transportation Plan (MTP), in accordance with 49 USC 5303(i), to accomplish the objectives outlined by the MPO, the state, and the public transportation providers with respect to the development of the metropolitan area's transportation network. This plan must identify how the metropolitan area will manage and operate a multi-modal transportation system (including transit, highway, bicycle, pedestrian, and accessible transportation) to meet the region's economic, transportation, development, and sustainability goals - among others - for a 20+ year planning horizon while remaining fiscally constrained.
